Whangarata Road Fill Site gives civil contractors, earthworks operators and developers a dependable place to dispose of clean fill. The site is positioned for easy contractor access, with everything set up around the reality of moving loaded trucks in and out efficiently.
Our focus is cleanfill: clean soil, clay, rock and other natural excavated material to the Waikato Regional Council cleanfill definition. We can also accept inert managed fill, and Class 3 controlled fill under agreed conditions, with pre-approval. That means one trusted location can handle more of what comes off your job site.
Environmental responsibility is built into how the site runs. Because every load is pre-approved before it arrives and checked again on entry, we keep the site within the conditions of consent: compliant, tidy and safe, protecting the surrounding land and waterways while giving contractors a straightforward place to tip.

Material guidelines
What you can tip on site
Clear rules, contractor-friendly. Cleanfill is straightforward; inert managed fill is accepted under agreed conditions with pre-approval; contaminated and general waste can’t be accepted.
Managed fill: how approval works
We hold managed fill consent alongside our cleanfill consent, so we can take some inert material and Class 3 controlled fill that doesn’t meet the strict clean fill definition. This is accepted under agreed conditions and needs pre-approval. For managed fill that means evidence the material is suitable, including a site investigation or validation report and IANZ lab results. If you’re unsure which category your material falls into, get in touch and we’ll guide you.

From the site's consent conditions
Prohibited materials
The following cannot be accepted on site under any circumstances. This list is displayed at the gate and any load containing these will be turned away.
- Any material that exceeds the fill waste acceptance criteria in the site's consent (Table 1 of condition 11)
- Any material from gas works sites
- Used abrasive grits or sands
- Asbestos containing materials, or soils with detectable asbestos concentrations
- New or surplus asphalt mix
- Bark, wood chips or timber
- Motor vehicle bodies, engines or parts
- Cesspit wastes
- Animal carcasses or animal waste
- Containers, sealed drums, and gas cylinders
- Bulk liquids or liquid wastes
- Tyres
- Medical and veterinary waste
- Coal ash waste
- Lead acid batteries (these can be recycled in New Zealand)
- Used oil
- Explosive, flammable, oxidising or corrosive substances, as defined under the HSNO Act
- PCB wastes
- Persistent organic pollutants wastes (as defined by the Stockholm Agreement)
- Viscous materials – liquids, tars, paints and painted material
- Drums or containers containing hazardous chemicals, including agrichemicals, solvents, petroleum compounds or toxic chemicals as defined under the HSNO Act
- Household hazardous waste
- Municipal solid waste and domestic refuse
- Paper, cardboard, and fabrics
- Electrical components, cabling, and insulation
- Biosolids from municipal or industrial wastewater treatment plants
- Radioactive substances
- Acid sulfate soils
- Marine sediments
These guidelines are a summary only. The full acceptable and unacceptable material lists and chemical criteria are in the Conditions of Entry (see documents below). Final acceptance of any load is at the site’s discretion.
